Allow assigned Node Details pollers to be edited or viewed

If a node poller (settings -> Manage Pollers) is assigned to a node then it cannot be edited or even viewed.

Should be able to do the following:

a) view the settings on an assigned node details poller

b) rename node details poller

c) alter configuration

[note: you can Duplicate & Edit the poller and then view its settings, but 'Edit' is disabled for a poller that is assigned]

I could go along with 'viewed', but I would guard against allowing a working poller to be edited. To me, it's the same idea as tinkering in the lab, but not with the production network.
