Use SHA256 or higher for the AppInsight Self-Signed Certificates

The powershell script that generates the self-signed certificates for AppInsight for IIS and AppInsight for Exchange allows for the creation of an SHA1 certificate.

Update these scripts to force the creation of a higher level of encryption algorithm.
