Currently there is no good way to detect flapping interfaces without advance SQL knowledge and even that is dodgy. If Solar winds could put this is as an optional feature when enrolling a device or group so that you may turn it off or on depending on what the purpose of the device is. The primary use would be for server farms were a up and down status mean that something is wrong. In the current version you can obviously see that an interface is flapping by looking a similar Event in the Que but as Network Engineer the quicker the better. I believe this is a very important Base Feature that should be included.
We contacted support to find out if we could identify flapping interfaces and produce an Alert on it. The pre-built Advanced Alert Manger is not suited at all for this requirement. We tried the custom SQL option but cannot get the query to work. It appears that the if you want to specify your own SELECT and FROM statements you cannot supersede the pre-built Trigger Queries that have their own statements that are grayed out. If you write your own query it will over write you select and from statements with the pre-built ones. I have submitted a Feature request for Flapping interface detection in Thwack. If you could please do anything to help aid the process to get this feature before the developers and business analysts to ratify it into existence.
