Disable/uncheck SCM checkbox as a default while adding node

Details:

when adding a node through Manage Nodes the checkbox for SCM is checked/activated by default.

We would like to have that option set to disabled or cleared.

We are not using SCM and therefore, when it gets enabled by default, it is using unnecessary resources from our Solarwinds platform. Admins adding nodes should not need to uncheck SCM manually, it should already be unchecked by default when adding a node.

We noticed we had 98 nodes that were enabled for SCM, we have disabled them now but like to prevent this from happening in the future.
