Currently the Time Of Day scheduling in the Alert Manager uses a global time of day. The time of day should be independent for each date.
Currently if you want to do the very simple task of excluding an alert on weekends from say 12-3 AM you have to have two alerts
One for M-F 12:00 AM - 11:59 PM, and another for Sat/Sun from 3AM - 11:59 PM.
This could be fixed in one of two ways. Either adding the time of day to each individual day (which still could be problematic if you have two windows in a day)
Or option two add a calendar shading feature like you see in many websites for this type of usage. This method would allow for very detailed scheduling windows.
