Ability to more granularly control users and their actions

Allow to manually disable certain features for some users.

For instance: when Live Plan is being collected by a user, it might cause outage, due to either "permanent" objects being created in tempdb or a replication setup for a stored procedure.

I guess request is a bit too vague.

Create access level (default levels) and allow to create groups of users with such access level.
