This is an annoying, reoccurring message - "HA Pools 100% used monitoring 7/7"

yep, its annoying. I have 1 HA license, and I'm using it. This is above the 90% threshold so the constant notification appears. Why would anyone have HA licenses and not be using them all? If they did or did not, who cares?
