The "Edit Properties" page has gotten so big with so much detail that it takes multiple mouse-wheel spins to get to the bottom of the page where the 'SUBMIT' / 'CANCEL' button resides. And if you type in a field the 'Pg Dn' key is nullified. How about a floating 'SUBMIT' / 'CANCEL' button pair on the page that sits in the margin so that no matter where you are on the page the button pair is always there.
