UDT is installed, but showing that 100% of my ports are used.

We have recently installed UDT with our NPM installation, but when we added the ports in UDT, the system is showing that 100% of the ports are in use, and doesn't seem to be counting ports in a down/shutdown state. Can anyone assist?
