We service multiple customers with various accounts and have set up report limitations so that some users get only a restricted list of reports. As a result of that, we have found that Admins can no longer view or edit the reports with limitation categories applied. The Alert permissions setting appears to have this option, and it would be nice to allow Reports the same flexibility.
This issue was investigated under ticket 00301137, and it was determined the only available option would be to create multiple accounts that match each report limitation category in order to view and manage those reports. It would be much more efficient to allow certain admins access to all reports regardless of limitation category settings.
