In Pingdom, the Owner and Admin level users should be able to edit the names and time zones and any other properties of other users. If the user doesn't log in and set their First and Last name, they are not able to be added to a Team. If alerts are directed at Teams and not individuals, this causes the user to get hung in limbo indefinitely, holding up admin tasks.
