Consent Banner Popup when logging into Web Console

In order to meet security needs, a consent banner option needs to be added to the Solarwinds Orion web console login page. Once a user has logged in using any authentication method username/password, CAC, etc. the Orion Web Console needs to pop up a banner that users must click on before the system proceeds to the web console. The banner needs to have text that the user can define and a button that the user must click on before the system proceeds to the web console.

There should be an option added to the Settings >Product Specific Settings/Web Console Settings > Web Console Settings page. Add a box where an admin user can add the text for the banner and toggle the options for the banner on/off.

I'm curious what would distinguish this from the site login text setting. Would the difference be that an explicit acceptance before proceeding would be added before the first logon?

When you CAC enable(DoD/Federal requirement) the consent banner is bypassed.

The DoD requirement is that the user should be presented with a DoD Notice and Consent Banner BEFORE any request for authentication. So the workflow is the user gets a banner, accepts the banner and then gets prompted for Certificate and Pin (CAC/PIV login). When CAC enabling IIS the user is immediatly prompted for CAC/PIN and then granted access into the site without ever seeing the DoD banner.
