DPA (Confio Ignite) enchancement request

Allow the default metrics to be changed of in a file instead of having them be in the source code.

This request stems from the issue with collectors for CPU utilization in Sybase ASE 15.7. Since it is a threaded model of the server, exisiting collection yields reliable incorrectly high results, causing users to be alarmed at constant high CPU utilization.

Essentially, the CPU metric for Sybase 15.7 is useless since it doesn't distinguish between CPU time and IO time, which is actually quite an important distinction to make

Take it a step further - store the default metrics in a database table in the repository, interface via the Administration tab to view/update/reset to factory defaults.
