Sybase - have the ability to sign in as the table owner to run execution plan

From customer : ..would like the ability to sign in as the table owner since they are not running the sql out of the DBO account. I know we allow this for Oracle explain plans

Similarly for DB2 plan explains please. Application users don't have the access to run the explain in Prod.
