To take advantage of the benefits that can only be found in 64bit applications, also allowing the use of TLS1.2 only will be great as TLS 1.0 as well as TLS 1.1 has known security issues.
We ran into this problem ourselves recently. Our servers had TLS 1.0 and TLS 1.1 disabled via policy, for security purposes. I was not aware that NPM was still dependent on these old and low-security protocols. I called SW tech support and they recommended to re-enable TLS on our SW servers and also on the SQL server. As soon as we did that, the problems w/the Win32 apps went away.
