I simply want to be able to enter text describing each blackout. For example, "Index and statistics maintenance window for Australia" or "Nightly CHECKDB window for Western Europe" or "Nightly SAN controller reboot" (yes, seriously, we have a scheduled reboot of the SAN controller one at a time, which raises latency alerts). This should display as a new column in the list of Blackouts. I also suggest changing the column heading for an existing column in that list from "Details" to "Instances".
