SAM Application Component Monitor: Add [Status when Process is Not Running] to all component Types

Currently this functionality is only available to the Process Monitor (set status to Down or Not Running). I personally am most interested in the Performance Counter type, because it allows for singular monitoring of a process instance, versus the "grouped" process monitoring of Process Monitor (all instances of a process are grouped into a single process statistic)
