IPAM gather SNMP info from NPM instead of repolling

Today both IPAM and NPM are SNMP polling the same nodes. When IPAM and NPM are both installed it would save resources if IPAM could gather IP related data from NPM (system host name, SNMP stuff, hostname, etc) and then only SNMP poll ip's for which there is no NPM related information. This would reduce duplicate polling to managed devices.

This is EXACTLY the kind of thing I've been trying to get support on in my rant here:

I don't seem to be getting enough traction on it. Please go vote on my "Bridge the gap" feature request if you vote for this one. We need a minimum of 100 votes before SolarWinds will even consider it.
