According to below technical article, it is not possible to use only local copies and backup will always be sent to the cloud:

As I understand the logic for this, most of our customers will not accept sending their data to the cloud.
In order to offer them SolarWinds Backup solution for monitoring modules such as NPM, NTA and others, we require to have "local only" option.
I hope it will be possible to include this option in your roadmap.
