Disable the "Mute Alert" feature that is part of the Maintenance Mode drop down menu

We are experiencing an issue where some users are using the "mute alerts" option and forget to remove the mute. This has caused several issues in the environment, since we use custom properties to mute instead of this button/option. Allowing us to remove this option would be great.

There's already an account setting which controls access to this.

If you don't want people to do this, then just change their account to have "No" for this setting.
