Support for sampled NetFlow

Some customers prefer to use sampled NetFlow to limit the impact of the actual flow traffic on their network. Unfortunately, NTA does not recognize this as a sampled flow so it appears there is much less traffic than there really is on the network.

Our unsampled netflow PDU-rate would currently be over 100,000 per second (6 million/minute)  (and we're not at a time of peak network traffic).

We sample the data at 2000:1 to bring it into a more reasonable range; auto-scaling would be a good feature.
