File Sharing Feature Request - ability to split access to Request Files and Send Files

Currently FileSharing is an on or off feature providing the ability to send files and to request files.

I'm looking for a way to split the abilty to Request Files and to Send Files, as some usergroups should not have the possibility to Request Files and others preferably would not be sending files.

Primarily a functional request, but I think this would also help in securing data.
