Allow some of the notifications to have a "permanently acknowledge" - or at least while that state is valid.
Mainly, the HA license, we're using 1 of 1, we'll never have 2, HA is only 1, but we get the "You are over 90% of your licenses" notification in the bar ALL the time. I can acknowledge it for a few minutes it may go away, but it comes back quickly (next login / session timeout).
It creates a constant red [1] on the notifications bell, which in turn we start ignoring altogether cause it's always wrong, and then don't see the meaningful notifications.
