There needs to be a more granular permission scheme. I own the Solarwinds instance for our enterprise, but we have 89 local sites with their own local IT departments with their own infrastructure. We have some blanket rules for alerting that cover the enterprise, but each site may have different rules for what's important to them. They need the ability to add/remove devices and create alerts for just their site. Right now if I give them the ability to do those things, they can do them for everyone of our sites. Its an administration nightmare for each site to keep submitting requests to me to make a custom alert just for their site.
