need to be able to designate a scheduled task as up or down depending on if it is running or not within it's allotted "time period"

You have some limited ability to control this today by placing only those tasks you wish to monitor in the root, and those you don't wish to monitor in a sub-folder in the Windows Scheduled Task Manager.
