While working with Kiwi Syslog Server NG Technical Preview, I noticed (like I did with KSS 9.8.1 already) that incoming Syslog Messages are not stored in a database or files. Of course, you can do this with Kiwi's rules. What I am missing is the Kiwi service accessing the stored data such that when the service is restarted, syslogs collected before restarting the service appear in the GUI, too.
