Create a way to copy custom metrics and alerts to other DPA instances.

Most of the data needed for Custom metrics is in XML files in a folder {DPA home}/iwc/tomcat/ignite_config/idc/custom/metrics/userdefined. There is also data in the tables in the repository with names such as CutomMetric-1 and to find the item that relates you need to look in the XML. Request would be to have a automated way to copy custom metrics and alerts to another install. This would be most useful in lager implementations of DPA.
