Allow Replacement of RabbitMQ SSL Certificate

For the Orion Platform service, RabbitMQ, there is no support to use certificates from custom certificate authorities.

For security purposes, it would be beneficial to have the ability to replace the SSL certificate being used by the RabbitMQ service, with a certificate from an internal CA.
