Set default polling engine for user/group.

We have a multi-tenant set up with multiple polling engines deployed. Certain groups should be using dedicated polling engines. Often they forget to set the correct polling engine and we need to run reports to check and correct this.

The ability to pre-select a polling engine for a user/group would be helpful.
