Remove the ALL CAPS setting from the subtitles on all Orion resources

I have noticed in several areas of the tool where there is Title and Subtitle, the Title is displayed exactly as typed but the sub-title is always in ALL CAPS.

As shown below when adding a Custom Widget to the main page

When the resource is displayed it looks like this. I have noticed this in Reports as well.

I agree. If someone wants all caps they can just type it in that way.
