proxy support for netpath pollers

sterz

add support for netpath pollers to use a proxy server to access hosts on the internet for environments that require use of proxy to reach web.

i've tried switching the solarwinds agent service to use a service account with proxy settings configured but that didn't work, the netpath traffic went straight towards our firewall instead of to the configured proxy for that service account.
