VPN Latency Monitor

I would like to see the ability to monitor Latency between the source and destination on a VPN Tunnel. We have seen many issues where being able to determine where the latency is occuring, or how high the latency grows (over a defined threshold) would allow the Operations team to be in front of connection issues and allow the teams to potentially spread out the traffic to historically less busy times to improve processing times or user experience.

I see no current tools that do a good job of measuring or reporting VPN Latency.
