support different date formats on DPA

Currently, DPA only supports the american date format which is annoying for non-americans.

My suggestion would be to support different dataformats, ideally according to the client web browser setting.

Even better, force to ISO-8601 date/time format YYYY-MM-DD HH:MM:SS +/- hh:mm. then there is no confustion.
