Allow Users with Node Management Rights to Add Orion Node from a VM

Currently, only for those with Admin Rights in SolarWinds, does the "Virtualization Manager Node" widget appear for nodes polled via VMAN that are not Orion Nodes. The widget contains a notice, "This is not an Orion Managed Node" and a button labeled "MANAGE THIS NODE," which creates an Orion node, to which, for instance, SAM monitors may be attached.

I believe that any user with Node Management rights should see the "Virtualization Manager Node" widget and be able to use it to add an Orion node to go with the VMAN polling. Currently, the widget and its button only appear for those with full Admin Rights.
