Would like custom charts, like average network utilization to be shown with 0 - 100%

Currently when you create a chart it will only show how much is being used, if only a 2% percent of the pipe is being utilized the chart will only show 0-5%. We would like to be able to make it 0-100 percent so we can display it on a dashboard and can notice in any spikes in the network utilization. Seems like a fairly basic feature that I thought would already be possible.
