Import/export 3rd party package metadata

PM doesn't provide any functionality to export or import metadata for 3rd party packages. This functionality would make it easy to share custom 3rd party packages between users on Thwack or archive them locally for future reference. If the package could be exported into a text-editable format such as XML, it could also provide a means to automate minor changes or copy certain rules or other attributes between packages.

I believe this is already implemented as you can select a package, or catalog and export them as .cab files with the Export Catalog function. The resulting files can be archived or shared. We actually have a few packages in our content share now.
