Allow for longer periods of time for the "Consider down after" setting for uptime checking

I would like to request the ability to pick a larger amount of time for the "Consider down after" option when editing Uptime sites. My recommendation would be to increase it to 1 minute or 1.5 minutes as a maximum setting (with the slider option to select less as you can do currently).
