When you go into the Resources View to see all resources, you can search for a certain users and the user with all his permissions are displayed. At the top you can click on the gear icon right to the "Clear all scenarios" to show the active scenarios.
When you do any changes to the scenario, nothing happens to the current resource view - you have to search for another user and than the new scenario will be active.
I would expect that when you change the scenario, you can click on e.g. "apply" or "save" to change the setting and then the current display for the user will be refreshed with the new scenario.
