Access To Template for Adding a New User with Template - Without general Adding User/Group Rights

Is it possible to grand a Arm-User to use templates like Adding New Users with an defined Templates but not to grant generally the Rights for Adding Users/Groups. Without grant this right in RoleManagement of ARm the User can't User my Template for a new User. But i don't want to give the user access to add other user/groups in the ou's i dont want.

This would not currently be possible in ARM. You could submit as a Feature Request for this to be evaluated for a future version of ARM. I think it may be tricky given how AD works with user rights but you never know.
