we want to know specifically can SolarWinds as a platform, monitor Oracle databases that are running in an Amazon RDS instance, and if so, how do we accomplish that?

Solarwinds Observability Self-Hosted from version 2025.1, can monitor Amazon RDS for Oracle.
You can Configure AWS accounts for cloud monitoring and select to monitor AWS RDS in last step of configuration wizard.
