Creating a Widget in a Modern Dashboard issue

I'm following along with the Modern Dashboard Virtual Classroom video.  I created a Modern dashboard with a name, then added a new widget. When I choose Empty Widget as the type of widget, nothing happens when I pick any of the choices. In the video the instructor gets a bullet marked for KPI widget and at the bottom of the screen and option to customize. None of the Empty widget choices allow me to select them. The bullet mark never shows I selected it so there isn't a choice at the bottom to do anything.  I am the administrator of the SolarWInds install.  IS there some privilege I need to add to my user?

Left as Any Dashboard, I do not see the Empty Widgets if I scroll down or if I search. However, I can select any of the premade widgets. The odd part is that once I've done those things, I can now change the source to Empty Widgets and I can select them.

I've seen recently that if i click the Source Dashboard Dropdown and select 'Empty Widgets' before the list loads then it shows nothing. I'm curious if you select 'Any Dashboard', wait for the list to load, and then select 'Empty Widgets' and see what you get.
