you can do it using API, does connectwise has an API? you can configure in action to send a post

yes, Connectwise has an API. We use it to integrate with our time collection system. Just be warned, the frequently make changes without announcement and break things.

Then the alert action can call a get/post action to create the ticket, or you can script it
