Make All Settings Menu Tree Available to Non-Admins?

Greetings all.

Question about permissions and menu items.  

Is it possible to make the Settings >> All Settings menu tree available to non-admins?  We have a specific requirement to allow a non-admin user read access (see but not change) to some of the applets under All Settings. 

I welcome any input from the community.  Cheers.

I remember this post from way back that created custom menu bar items under settings drop-down or other drop-downs. IIRC adding to Settings dropdown adds for all users, but you could control user permissions for custom items added under Reports and Alerts & Activity bars, not sure if this still works. This still wouldn't give non admin users access to all settings view [/orion/admin/default_orion.aspx] so I'm not sure how useful this info is. But perhaps you could give them direct access to whatever sub settings they needed.
