Is there a way to make notes required when acknowledging the alert?

Alerts are populating and when acknowledging you have the option to put a note in the popup.
Can it be required to put anything in the note popup before you are allowed to acknowledge the alert?

I don't see an option in the "Manage Alerts" section
I don't see an option in the "More" section in "All Active Alerts"

I've never seen that as a mandatory field (as much as I'd love that).  End user training is unfortunately the best way for this, but it can be hard to enforce.
