action-send a email message

i have a problem about send a email message in the action option. I am sure the fiter is work,because i can add another action under this filter..When i edit the "Send email message" and do a test, i can get a E-mail message. i also can receive a syslog statistics report everyday. so what is problem it is ??? any solution? The version of my Kiwi is 7.2.35
