I want to upgrade my SolarWinds 2023.3.0 to solarwinds 2025.1.0
Ok, but what is it that you are looking for ? 2025.1.0 is released today if I am not wrong. Since you are already on 2023.3.0 I don't think any additional guidelines like backup custom files etc etc exist (except for the fact that you need to switch to port 17774 if you are running APIs in your environment), it should probably be a straight forward upgrade.

I would go to 2024.4.1 and wait for the first patch to come out for 2025.1.0. Let everyone else figure out the bugs.
Direct upgrade path is supported. You can determine if your path is supported by checking the latest upgrade page for info on upgrade paths

I just did this and upgraded my even older Orion to Observability 2024.4.1 using the offline installer... worked like a charm after adding my new license. One thing we've found if some things don't look right it may take two reboots after all is upgraded to settle in good.

I am considering the same except migrate from 2023.3.1 to 2025.1.1. I assume with 2025.1.1 being out for awhile already it should be good for use. Regarding the port change to 17774, I see the note on the Upgrade notes mention it is for the Solarwinds Information Service. Do I need to do anything other than ensure port 17774 between all polling servers is open (inbound/outbound)?
Nothing with respect to communication between the pollers - Do you have any external interfaces connecting to your SolarWinds environment through API calls ? If you do that is when you need to talk to those folks and ask them to change the connection port from 17778 to 17774, in the previous versions API calls were made over 17778 - hope this helps.

With the release of 2023.1 the SWIS REST API on port 17778 is deprecated and will be removed in a future version. Note that Agent Management will keep using port 17778. The release of 2023.1 Introduced a new port 17774 for the SWIS REST API

2025.2 should be coming out soon if I recall correctly, you could wait for that one, but you should be able to directly upgrade from 2023.3 to 2025.1.
