Compliance: how to add a policy to a policy report?

Since the GUI is falling to associate a policy to a policy report I am trying to use the API.

Struggling to find information on how to accomplish this simple task.

The schema doesn't help much, we have the partitions not the music.

I am looking at Cirrus.PolicyReports and AddPolicyRule. I see Cirrus.PolicyAssignment. 

I assume I have to associate a policyID to a reportID. I just don't see how.
