We are reinstalling SolarWinds application as we are upgrading the server from 2016 to 2022. Does anyone has steps to install the application and DB on the new server? Does SolarWinds supports Mysql 2022?

No it doesn't support mysql at all. The application is easy to install as long as you are familiar with this : documentation.solarwinds.com/.../orion_platform_installation_guide.htm
I think it's fair to assume OP has MySQL and SQL mixed up seeing as MySQL doesn't follow the same version numbers.
SolarWinds doesn't support MySQL, as per @[Deleted User] comment, but it does support MS SQL Server 2022.
