The Network Performance Monitor forum is probably a better place to post your question.
A quick summary would be to add your FW and/or router to SW NPM, add the ISP interface and monitor bandwidth utilization of that port.

No matter what the device is, router or firewall, I always monitor the outside interface leading to the ISP's equipment. you can see utilization from there, but that's based only upon your interface speed, for instance if your ISP is a 500m connection but the interface is gig, your utilization isn't based upon the ISP's provided bandwidth, but the port on your router/firewall. That said you can clearly see the throughput there as well. you will know what the ISP provide you, say if it's 100m, and you can see your throughput is constantly hitting that, it will give you a fairly clear view.
