There's are two OOTB reports called "Backup Status of Running Config" and "Backup Status of Startup Config" that you could run. (Links take you to the public demo)

What would you want in a monthly report? This question might be best suited to the Report Lab . Have you checked in Reports to see if someone already shared a report you could just import and tweak?

You can edit the default report (or make your own tweaked copy) and set up a schedule to email it to anyone you like. See Schedule SolarWinds Platform reports from the Schedule Manager for more details.
